July 2014 1 INVITATION FOR BIDS SEALED PROPOSALS must be delivered to the Truckee Tahoe Airport District General Manager, 10356 Truckee Airport Road, Truckee, California 96161, clearly marked "SEALED BID – TRUCKEE TAHOE AIRPORT, HEAVY-DUTY SNOW PLOW, AIP NO. (To-Be-Determined), until 2:00 p.m. local time on August 29, 2014, at which time and place they will be opened and publicly read aloud. These proposals shall be for furnishing all labor, material, tax, transportation, equipment, and services necessary for the manufacture and delivery of a Heavy-Duty Snow Plow covered by AIP Project No. (To-Be-Determined), at Truckee Tahoe Airport, Truckee, California. Specifications and other contract documents may be examined at the Truckee Tahoe Airport District, 10356 Truckee Airport Road, Truckee, California 96161, Telephone (530) 587-4119. The cost for each complete set of specifications is TEN DOLLARS ($10.00). The deposit is not refundable. Further information and Instructions for Bidders may be obtained from the Truckee Tahoe Airport District, Operations and Maintenance Department. Any questions regarding the materials contained in the Contract Documents should be directed to the Design Engineer, Acumen Engineering, at PO Box 3497, Truckee, California, 96160, Telephone (530) 550-8068, Fax (530) 550-8069, bquesnel@ltol.com The total number of days allowed to complete all work, including delivery of the equipment to the District shall be 220 calendar days. The days shall be counted from the day of the written Notice to Proceed issued by the Owner. Each bidder must supply all the information required by the bid documents and specifications. Each bidder must complete, sign and furnish, with his bid, the "Certification of Non-segregated Facilities" and the pertinent race-neutral Disadvantaged Business Enterprise forms as contained in the Bid Proposal. Disadvantaged business enterprises will be afforded equitable opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award of any contract entered into pursuant to this advertisement. Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards of requirements for the employment of minorities. Final payment shall be made to the Supplier within 30 days of delivery and acceptance of the vehicle. This project is subject to the Buy America Preference provisions of Title 49 United States Code (USC) Chapter 50101. Race Neutral DBE Goal - There are no DBE project goals established for this project. At this time the Truckee Tahoe Airport District will meet the DBE goal on federal assisted projects through race neutral measures. The Truckee Tahoe Airport District supports the use of race neutral measures to facilitate participation by DBEs and other small businesses, and encourages prime contractors to subcontract portions of their work that they might otherwise perform with their own forces. Race/gender-neutral steps include the following: unbundling large contracts; identifying portions of work for subcontracting; provision of assistance in bonding and financing; technical assistance; etc. The Truckee Tahoe Airport District reserves the right to reject any and/or all bids or to utilize any alternate procedures as authorized by California Public Contracts Code Sections 20166 and 20167, and accept such bids as are to the best interest of the District.
